Seeing how MLP has little lore on it's Dragons we can't determine much. However in D&D Half-Dragon is a common template that can be applied to just about any player character race and numerous others, heck there's half dragons - half celestial beings! You might as well have "Universal Intercourse" as a racial ability of dragons.

My headcanon is that there's some magical mumbo-jumbo that allows for interspecies breeding, but the child/ren are the same species as the mother.
