I loved that part... So true, I think if Picard wanted, he could have formed Terra Empire in prime universe... Back to the question, I am drawn between Picard and Janeway.

Exactly, she is not afraid to flex some federation muscle. Bit I like that she did it for her crew, Kirk did it for himself and most of the time his crew second. Though he is still better than Sisko. I never really liked him or DS9 whole prophet storyline.

Janeway has a better First Officer and a better show, but Picard is a better Captain.
