Probably, it was all pretty confusing. They went out of their way to portray it as a flawless all-encompassing system, which kinda implies that they would have to take mental illness into account. Otherwise, anyone who had a mental illness, from which they are emotionally distanced from actions and events, would be exempt from detection. With the sheer amount of GITS-ian references to philosphers and sci-fi writers the anime tossed out there, I just assumed the author put considerable thought into how the psycho-pass system would work. Yet with all the seeming contradictions that unraveled as the story progressed, I had to realistically assume that all it measures is a person's emotional distress, which eventually subsides and is not really an indication of long-term criminality. Even so, it'd be hard to believe that just one person was mentally ill in that whole scheme. Imho, the only plausible scenario is your hypothesis regarding Sibyl.

Fate/Stay Night: Unlimited Blade Works and Nanatsu no Taizai seem cool. Enjoyed both their first episodes (even though F/SN: UBW is technically a continuation of the original F/SN, which I plan to watch).

I need to start watching Blue Exorcist again though. For some reason, every episode I've watched of it so far I only watch at school. :meh:

But UBW isn't a continuation, it's a retelling(Following the second route of the F/SN VN).

Sibyl convinces people it's perfect (Remember that old woman said that it's not about making the perfect system, but making people think it's perfect) , but throughout the show, they prove constantly it's not. It's also a rather evil system, if you're past an acceptable level even if it's because of the stress of an accident you die. And since it supplied constant protection, all of the community has accepted it and they don't think of another system.
Do remember, it's just a brain scan that's processed by a bunch of brains, they probably didn't have a psychiatrist willing to join them.

F/SN UBW is not a continuation, it's an adaptation of the second route of the VN and while I might recommend maybe reading the first route of the VN at least to get the "full experience", so to speak, I wouldn't recommend the old anime. it's only redeeming point was the soundtrack, which was good. Otherwise, the characters were depicted shallowly, the animation bad and lazy (that fight scene in episode one? That happened in like three strikes in DEEN) and mix mashing and changing parts of the plot made it fairly incoherent and can confuse you on the canon.
The only anime necessary to watch after UBW would be like so;
UBW>Heavens Feel (2015/6)>Fate/Zero (2012)
Though Zero is set before Stay Night, it works as a prequel that assumes knowledge of Fate/Stay Night, so should be watched after.

I found out about Konpeki no Kantai, I'll watch it online eventually or I'll obtain a copy when I go downtown sometime. Though George Orwell's thought of fanciful wishing/alternate history and nationalism are painfully obvious, and though Japan's atrocities are never mentioned and are replaced with a fishy paternalism towards China and the remainder of the USSR; it is without a doubt exceedingly pleasant to see a military anime that doesn't involve skimpy jail-bait, harems, yuri, or mecha...and it has has "plausible" Secret Weapons from WWII galore!
...
Imperial Japan's industrial capacities and Nazi Germany's logistics are still laughable though.
