You know, the infamous scene where Riker tells Picard to shut up and stop talking, and Deanna Troi stating the most ridiculously obvious thing ever makes a whole lot more sense when you take into account that the place and people were all a fantasy. The being behind the fantasy was backpedaling hard enough that its understandable that it would say dumb shit in increasingly desperate attempts to maintain the illusion. It clearly made a mistake even when under less pressure when it accidentally let slip the Ambassador Tomalak gaffe.

I've been specifically paying attention to Troi during this series re-watch, the stereotype that Troi is useless and states the obvious really doesn't seem to hold up. She's way more useful than people give her credit for.

Sadly, the novels teach us that the Tal Shiar was already around in Archers time.
If we ignore those though.. I do not believe there is anything in the series that contradicts your idea. So I shall embrace it and call it true.

Funnily enough, two descriptors not actually incompatible with a mary sue. Nowadays, mary sue is usually used as a shorthand for a character, usually female, who is deemed by the speaker to be too strong/good at everything, but it's really more of an umbrella term. While a mary sue's creator rarely thinks of their creation as either, though they sometimes are purposely incompetent, often mary sues act in insane or stupid ways, and only succeed because the creator wants them too.

Where else would you store explosives? Next to the children's play area? That is already used for dangerous diseases.

It's quite tragic really, to promote female empowerment all they would need to do is make a female character who has the same or similar strengths and weaknesses to another male character in a similar setting. Instead they go the the other extreme of the spectra, aka Mary Sue. In the long run I think this whole situation will do more harm than good to whatever they are trying to do. Ironically this same problem is also occurring in Star wars and Doctor who so sci-fi is getting it hard at the moment.
