And I doubt they'd offer. He is not what you look for in a Section 31 guy.
Look at Sloan. Generic looking guy, easy to forget about, real good with slick talk. Sisko is 6'1, bald, never been much on the speechifying and lets his emotions run hot a lot. He's not really spy material.
