It's probably pretty basic, there seems to be few traces of industrialization in the one big city we've seen so far (Manehattan). Either that, or it's just limited to a few cities.

Industry might be a relatively new thing but there is no industrial revolution yet.

It's hard to determine the Equestrian tech level. Unlike avatar: the last airbender, it's easy to figure out. It looks similar to Asia in the mid 19th century
I guess Schizio-tech can best describe the MLP world. We are unsure because the show is unsure. It's basically fantasy and magic.
