It my personal opinion, I do Old World Blues first because it gives so much overpowered stuff, as well as several very good perks (immunity to poison, damage bonuses, removes radiation from drinking, etc.). After that I do the rest in order.

That's a reason NOT to do OWB first. Overpowered stuff makes the rest of the game a breeze, turning it kinda lame.
I did Honest Hearts first and now I'm probably going for OWB. Most of the stuff I get from the add-ons go in my storage anyway.
(Though Joshua's armour is a nice replacement for my reinforced leather armour)
I'd do Lonesome Road last, just because of the effect some of your action have on the Mojave.
