I suppose you could consider Willow to be a "girlfriend" mood, as long as you actually complete her quests.
IIRC I was running them both at the same time, but the mod I'm talking about, Katie NPC, was really kind of shitty in the first place, so, if you can't run it, you aren't missing anything. Willow is definitely the better of the two.

Sit in one spot and wait for a few days and see if she pops up. Otherwise, if you're playing on PC, just use command line to move her to you. Besides that the only other thing to keep playing and eventually they just pop up.
