It looks like both to me. He's burning the world, and the survivors are worshiping him.

To me it looks like a recap of the episode. The lumberjack turned the people at the party to wood and planned to burn the mansion down. Notice how the people are the same color of the tree and there are flames on the horizon. Bill looming in the background represents the impending apocalypse.

But when he gets to the party and sees what the lumberjack did, he pulled the book out from his jacket pocket, even though we never see him get the book back from the stump.

I don't think its directly Stan's Portal, but I think it has something to do with it.
My theory is that Stan knows what it does, but something went wrong when activating it and it will do something entirely different than what would have happened.
The portal would be all like
"SURPRISE I'M NOT KAZUHIRA MILLER"
