Because the Elements of Harmony were connected to both of them. Since Celestia was the only one using them, their power was reduced, thus Luna gets a nice long vacation on the moon.

...I'm going to give up on full-scale pony game I was talking about. It's too much for me to handle. Maybe I'll make a series of smaller, simpler flash games in the future instead.

It's a shame. So many ideas put to waste.

Well, she could care less, but she wants to put on a charade so she doesn't get found out until it's too late for Equestria to do jack shit about it. Thus, if she couldn't care less, then she would just show up without the dress and make it obvious that she doesn't give a shit about the wedding.

Thus, the sentence is logically correct; she at least cares enough about the dress to bother wearing it.
