I think before that they just kinda fought because the Imperium was in the middle of the Great Crusade, but it wasn't like it is now. That would be uncharacteristic of the Emperor; at worst there would be a slight split in the Imperium over whether they should cooperate with the Eldar, which might lead to some violence against them, but the Emperor would be too busy repairing that and fighting real enemies to crush the Eldar.
I really think you are looking at this wrong. The Eldar are doomed. Slaanesh is immortal, and their soul stone things are limited in supply. Even if they hang on for next million years(against all odds, imo), eventually they will be SOL once the stone supply runs out. And once that happens, they can stop interfering with everyone else's shit, and let all the damn hummies die out .
And I think we need to examine some details of the Nids
1) Every fleet that has invaded has been much larger than the last
2) Until the last incursion, they always came from the same direction
What do those points mean? I think it means that the Nids are devouring the galaxies around our stalwart factions. That would mean that hive fleets would keep getting bigger, attacking more regularly, and come from any direction. Indefinitely. There would be no means of escape, besides abandoning the material plane for the Warp. And all it would take to end the Tau would be a fleet appearing in the wrong place.
I also think you are dismissing the Necrons too lightly. According to the fluff they are effectively immortal. Even if you destroy their physical bodies, a C'Tan can just snap his fingers and bring them back. As more and more awaken, they will just get stronger. I think they would eventually close the Eye, and screw over most of the other races.
And then there's the orks. I consider them our only hope. Not many people really stop to consider how powerful they are. They literally bend reality unconsciously. Also, while all the other races weaken from battles, the Orks just get stronger. They don't "shrink." When a Warboss dies, all the suped up Nobz and such scatter off elsewhere. The constant defeating of the Orks is just strengthening them as a whole. One day a new Gharkul Blackfang, Beast or Thraka will come about, pick up a branch, call it his "C'tan Beat Stick (thus making it one of the most powerful artifacts in the universe)," and turn the tide against the Necron (preferably after the Eye is closed).
Then it's an endless conflict between the swarm and Orks. Until the Nids figure out how to nom them, or the Hive becomes subservient to a Warboss the size of a planet.
