Halo itself incorporates elements of FT as well as PMT. The weapons technology is PMT, as well as the standard defensive equipment. The MJORLNIR suits are a bit of a stretch, but the early models could be considered PMT as well. They lacked energy shielding, after all.
The starships are FT, for sure, but the surface equipment may very well reside within PMT.
Considering RL MT uses armored plates, it's not much of a surprise that Halo uses them as well. Besides, when technology fails, it's better to have a solid wall between you and incoming ordnance.
Well, regular Army and Marines have what appears to be pretty early PMT armor, but yes, I meant MJOLNIR suits.
RL ballistic vests have SAPI plates in them, but those aren't incredibly pronounced; they don;t stick out other than making a bulge in the vest. If Dragon Skin was made in any fictional media, you can be sure it would not have cloth covering; you would be certain to see the scales showing. It probably has to do with Rule of Cool, but it's nice to see something recognizable here and there.
