Not really. She seems to be content with just imprisoning ethnic minorities rather than having some plan to get rid of them (whether via export or extermination) which was a big part of Nazi ideology. To an extent, I think her thinking is "Earth Empire for Earth Empire subjects" rather than, "Enemies of the Earth People/Empire," which is more akin to Hitler's stance. Maybe we'll find out more about what she intends on doing with such prisoners... they may be imprisoned (or formerly so) because she's concerned that they won't interpret her actions as in a "great uniter" friendly way.

Even when she does something GOOD for a change, such as finding and saving the prince, you still antagonize her... And the locator ability is not a dues ex machina, as it was previously introduced in AVATAR THE LAST AIRBENDER, as an ability the Avatar (and possibly other spiritual/connected people) can use, and with Korra having learned how to from Toph, she naturally realized it could be used to find Wu.[/spoiler]
