You do realize that they want to take out BENDERS correct? They run on support from the people. Why would anyone support them if they destroyed their homes, shops, etc.? I'm beginning to think you haven't read anything about the show.

So wait, you want the Equalists to go out into the open and say, "KAY GUISE, WE WANT A NICE CLEAN FIGHT!" They would literally get destroyed. They are most likely about stealth and attacking when least expected.

That's the thing. This isn't "evil vs. good" like the last show. The Equalists want equality for everyone and thus, they think benders abuse their powers, which is kind of true in some instances. They have good intentions (unless there is some underlying motive), but their actions scream traitors and terrorists.

They don't have to win or wage a formal war.
Have you ever heard of "War of Attrition" or "Guerrilla Warfare"? Those forms of warfare are far more costly and vicious than standard wars. Heck, the US was losing in Vietnam and no one knew until after Tet Offensive. Also, we have spent billions in Afghanistan fighting guerrillas, and they are still going strong. In WWI, each side spent all of their resources trying to make the other side give up a speck of dirt.
My point is that you don't have to have a formal victory in a nation to "win" a war. You need to captivate the people's hearts in order to win. Make them think they are losing and they will lose.
