Well, why not? Why the fuck not?
We have Mega Heracross, Manectric, Pinsir and Audino. I think two more "those" Mega Evolutions won't hurt.
Besides, it's about time they achieved the legendary state. Camerupt is a formidable defensive Fire/Ground Pokemon, a break from the norm, and Sharpedo is just cool.

What do you have against those 4? Most of them are pretty cool(Except Mega Manectric)
Ok on Camerupt, and Sharpedo is meh.

Here are the Pokemon that I am considering to use:
Rapidash (lv 40) My Rapidash knows Agility, Fire Blast, Flamethrower, and Fury Attack
Agility and Fury Attack are terrible and should be replaced. Give it more coverage. You'll need it against Aaron, so get it to at least level 50.
Torterra (lv 53) It knows Synthesis, Crunch, Earthquake, and Giga Drain. Should I teach it Grass Knot, and if so, what should I replace it with? Replace Giga Drain with Wood Hammer, and, if you have other Dark-type coverage, Crunch with Stone Edge. Definitely use it.
Palkia (lv 53) Palkia has Heal Block, AncientPower, Dragon Claw, and Spacial Rend
Replace the first 3 moves with something like Hydro Pump, Aura Sphere, and something else. Definitely use it.Noctowl(lv 44) It knows Hypnosis, Fly, Air Slash, and Psychic
Gastrodon (lv 40) Sludge Bomb, Surf, Waterfall, Rain Dance
Consider using toxic instead SB, Ice Beam instead of Waterfall, and Recover instead of Rain Dance.
Luxray (lv 49) Thunder Fang, Scary Face, Charge, Crunch
Replace Scary Face and Charge with Ice Fang and Superpower (if possible).Sneasel(lv 41) Icy Wind, Agility, Beat Up, SlashBastiodon(32) Toxic, AncientPower, Take Down, and Iron Defense
Lucario (lv 35) Drain Punch, Feint, Swords Dance, Flash Cannon (I want to teach him Dragon Pulse, so what move should I delete?
Get rid of feint.
Staraptor (lv 34) Close Combat, Aerial Ace, Fly, and Take Down
Definitely replace Take Down with Return, and Fly with Brave Bird.

Not that good a moveset at all really, but then I've never like Rapidash anyway. Firstly Rapidash is normally a physical Pokemon, so if you can be bothered enough to get it up to 58 and get Flare Blitz then go for it, otherwise stick with flamethrower. Get Megahorn, it should be able to learn it from the move rememberer in Pastoria City, maybe get poison jab whilst you're there, get another move for coverage, or keep Fire Blast for more power but less accuracy your choice.

Not too bad, I'd say get Woodhammer instead of Giga Drain or Synthesis, your choice, get rid of Synthesis if you want to have a move that'll heal you less but also damage your opponent or get rid of Giga Drain if you don't mind wasting a turn to heal, Only other thing to consider would be Stone Edge/Rock Slide dependent on your personal feelings about accuracy vs power, alongside Earthquake a Rock move gives great coverage.
Palkia (lv 53) Palkia has Heal Block, AncientPower, Dragon Claw, and Spacial Rend
I don't know too much about Palkia but it's slightly better on the special side, so get rid of Dragon Claw, Ancient Power can be nice but is a bit weak, and get rid of Heal Block, maybe replace it with Surf or something like that. It can be very powerful, I'm just not too sure on how to make it so
Noctowl (lv 44) It knows Hypnosis, Fly, Air Slash, and Psychic
Oh Noctowl, we meet again. Honestly, I can see a Starpator further down the page so my advice is forgot Noctowl and go for that if you want a flying Pokemon.
Gastrodon (lv 40) Sludge Bomb, Surf, Waterfall, Rain Dance
I know you've got to have Waterfall to get to the Pokemon league, but it doesn't really work on Gastrodon, I'd say get a decent ground-type special move, but you can't really in Pearl unless you're happy with a subpar Mud Bomb.
Luxray (lv 49) Thunder Fang, Scary Face, Charge, Crunch
Get rid of Scary Face, and Charge as well really, can't really say what to replace them with, maybe Strength and another physical electric move, I'm not really sure I always found Luxray to be lacking in its movepool
Sneasel (lv 41) Icy Wind, Agility, Beat Up, Slash
Evolve it, fairly obvious really, Slash, Ice Shard, Night Slash, X-scissor works well for me
Bastiodon (32) Toxic, AncientPower, Take Down, and Iron Defense
Err, I don't use these at all really, don't honestly know, but from what i do know, scrap AncientPower it's just not worth it, Iron Head not Take Down if you do ant an offensive move, otherwise make it some kind of staller based around Toxic, not that it works too great in game but it's the best I can think of
Lucario (lv 35) Drain Punch, Feint, Swords Dance, Flash Cannon (I want to teach him Dragon Pulse, so what move should I delete?
Feint, most definitely if you want Dragon Pulse, however if you do that then there's not too much point to having Swords Dance, it's only boost one move out of three. Maybe if you're going for a special moveset go for Aura Sphere instead of Drain Punch and Dark Pulse or Shadow Ball instead of Swords Dance.
Staraptor (lv 34) Close Combat, Aerial Ace, Fly, and Take Down
Assuming you want a flying Pokemon with Fly you've got it pretty well done right here. But I would replace Aerial Ace with Brave Bird
