A move which I would strongly recommend to others. Any proposal writer whose aim is to write, not just a legal proposal, but a precise proposal, one that is the best proposal it can be, will always have my co-operation. And my vote.
EDIT: As to being deleted after reaching quorum, that's not uncommon. It's happened less than usual lately simply because the mods have been flat out. In fact, you'd expect it to have become more common because, with the low approval level, it's possible to reach quorum without major campaigning, so a proposal can zip to quorum between before the next sweep of the queue. Players have used the proposals queue in the past as part of voting tactics, to find out which delegates haven't approved and thereby to target TG campaigns or other forms of persuasion in their next attempt.
