It's a subtitled version of the Italian National Anthem; that's all, nothing more and nothing less. The YouTube title is misleading; it's as likely as not just the first version of the Italian National Anthem he found on YouTube.

Given the thread topic, it's just about relevant enough; not contributing much, but not actionable spam either. Not yet, anyway. If posting behaviour subsequently builds up into a pattern, we can take another look.

I can see why the posting style grates slightly - with every word capitalised - but I'm not sure it's actionable. It's not SHOUTING, it's not garish, there are no smileys >:( :evil: :eyebrow: , and his posts are germane and relevant to the threads he's participating in. We can keep an eye on the situation, certainly, but I'm not convinced this is something we need to make an immediate ad hoc decision on.
