The image appears to be fine, and that's their IC thread; they also appear to be posting actual content, not spamming. As it is, there's nothing actionable (or needing maintenance) about what you've reported that I can see.

It's a GIF based thread. The fact that you don't think the GIFs are on topic doesn't make them rulebreaking. In fact, quite a few of your recent reports look more like mods-as-weapons or frivolous reporting than actual problems with other players. You need to back off a bit.
