The length limit is about 8 lines of text; I counted ten lines. The 800 character limit on sigs isn't for a block of text; it's for people to put links in their sigs; factbooks, alliances, stuff like that.

Visually though, we don't want huge sigs that clutter threads; especially long sigs when most posts may only be a few lines =p

So very glad I added that spoiler tag BBCode. Makes shortening sigs soooo much easier; and generally means when dealing with user sigs that are too long, I can shorten without having to delete any of their precious sig blather!
