I stated as much above -- he violated, in an extreme and flagrant manner, the HTML script rules.

Per the guidance in my signature on how we regulate bots, HTML bots fall into Category 3. Category 3 contains three sub-categories: A, B, and C.

Category A bots are rule-abiding bots. We don't love them, but they're legal. Category B bots are category A bots that have accidentally violated the rules, for example, an otherwise legal bot that due to a datetime error sends eleven requests per minute instead of the limit of ten. Category C bots are deliberately illegal HTML scripts. In this particular instance, the user was cheating at the Cards minigame by using a script that automatically answers issues. As the link in my signature says:

Because the purpose of a 3C bot is to break the rules, we deal with them harshly: We may punish users regardless of whether or not they are the bot's author, or understood what the bot was doing--especially if the purpose of the bot was to gain an advantage over other players.

We frequently have to deal with 3C bots in the cards sphere, for example this illegal script in Febuary of last year. Ignorance of the scripting rules is no excuse, and especially not in the cards space where the main method used to interact with the game is a prohibited page item.
