I do not understand why Fahran, a moderator, needs to make a report in this subforum every time someone violates the forum rules.
Like, they're a mod, can't they perform their moderator action themselves?

Moderators can't self-moderate, meaning taking mod action on things that involve themselves. This is true whether it's an NSG debate that they're having with you, or a threatening telegram sent to their nation.
