Personally I find the coloring hard to see. This actionable?

Prolly not.
But it does hurt my eyes.

It actually falls under the "Garish Posts" bit in the OSRS, but typically somebody has to seriously work at it to get more than an unofficial yelling-at for it. Unofficial yelling-at delivered.

Is it a ban on all colored text? Or just certain colors? Reason I ask is I use NS Dark, and the lighter colors such as the one in question looks pretty good, imho, while the darker colors are hard to read.

This isn't a ban.

Because of the Light & Dark themes it does make it difficult to figure out if your coloured font has become unreadable for the users of the other, less superior theme. If it happens, we (or other posters) will point it out. It can and will happen from time-to-time. If someone then keeps up their tone for all of their posts...then it makes things a bit more shadey.

For anyone that wants to use different font colors in their posts the main rule to apply is "common sense" so people's eyes don't get violeted.

It's more about excessive use of any colored text. For the vast majority of ordinary post content, there really is no reason to use anything aside from the default regardless of light/dark color choice. Mostly because over-use of a color is most likely going to be eye-searing/impossible to read on one theme or the other. Sprinkling a little bit of color, such as titles, headers, or the occasional bit of special emphasis is one thing; making the entirety of one's posts in some non-default color is just excessive.

Though it's not impossible to end up with official warnings and other escalated punishments for it, actually earning one for garish posting takes an awful lot of very deliberate effort and steadfast, protracted refusal to stop doing it to the point that the garish posting really borders on spam. There was one guy who ultimately got himself DOSed for it (well, rather that his path to DOS began with it), and is the reason the Garish Posting rule even exists, but that guy was... something else. It started with non-stop posting in nothing but complete eyesores like these for the entirety of ALL of his posts, but when asked politely to please not do that the guy became increasingly belligerent and spammy in response, incredibly abusive both on and off site, and with a boatload of trolling for good measure. That case was parodied in one of the old Bastard Mod from Hell stories way back then as well.

Would my forum sig count as a “garish post” according to this set of rules?

Yes.

To elaborate a bit on Fris' answer; as a forum POST, for sure. Sigs being displayed can be toggled off by users, and aren't really part of "the actual post content." I would caution against over-use of colors in sigs though, just because it can be an eyesore. The more of a headache something is to read, the less likely the audience will be to read it.
