But why is it considered spamming moderation? There’s nothing wrong with adding your opinion to anything, as long as it’s not evil or anything. It’s shown in other websites and even in real life.
Honestly, I’m against this rule. It’s cruel and unjust.

Because the point of this forum is to answer questions on the rules and to make rulings. Your extra comments do neither. Your opinion on the rules is not wanted in a report thread. Your opinion on any reported individual is not wanted either. It adds nothing and is only spam. All it does is waste moderator time.

Just because something isn’t wanted, doesn’t mean that it isn’t needed. Opinions matter, no matter the occasion.

This is a report thread, even though it is not marked as such, it is reporting rule breaking behavior. In a report thread anything that is not a report, adding pertinent information (such as further rule breaking posts), or defense by the person being reported is considered spamming moderation. In particular your opinion on an individual being reported, or on the the topic being reported counts as spamming moderation.
