If calling someone a shitposter isn't flaming then all that's left in the warned post is they hate the other poster which isn't exactly uncommon on the forums. If it is actionable then whats different between the players that gives one a free pass?

What constitutes flaming depends on context. In this instance our Moderator ruled within this context that Free Algerstonia's post, given their history, sufficiently constituted flaming. When there's doubt, posting history is very much relevant when determining whether one's post falls within actionable or non-actionable territory. Someone with a lengthy history has already given us plenty of examples of how they post and how they break the rules, which informs us better on their intent - which is relevant.
If Free Algerstonia disagrees with this ruling they are free to file a GHR and appeal this decision.
Also you're correct that a Report thread is not the proper place to have a discussion about this, so if you want to continue this discussion I suggest you make a Discussion thread as described in How to use Moderation.
