Modernist authoritarian regimes and contemporary global democracies both appear as cliches but they are mere tropes. When asked to elaborate, both of them conclude with what is essentially an oligarchy (technocracy, meritocracy, theocracy...) That's the "behind-the-scenes" cliche of NS.
*By "actual monarchies" I'm essentially suggesting that "A Constitutional/Parliamentary Monarchy" doesn't exist. It's a two-word contradiction.
