Yes, but the RP he is proposing is not IC with us as nations - in International Incidents RPs I am a pre-existing, persistent nation that I've written out the backstory for before entering RPs and can be in several, whereas the one he has created has taking over existing countries and starting again for a single RP, something more suited to P2TM.

Not necessarily. The main nation he's using is his NS nation, with side references to RL nations such as North Korea. That's fine in II or NS. If it were all RL stuff, then it would be moved.
