Unfortunately, news threads have been fairly subjective as to where they really ought to go. Some don't feel they should be in the RP forums, while they technically are not Factbooks they do include information about a nation.

There hasn't been any firm decision on them either way at this point, so I'm inclined to let them run where players are placing them. If one has been moved previously, and it is preferred it be moved back, please let us know.
