I'm not sure that offering to pay an artist for his work falls under the Commercialism rules. My initial ruling, without consulting anyone else on the team, is to say "it's fine". I'd strongly recommend that any such transactions be conducted via telegram, email, or other off-site method.

The reverse is not true. An artist offering to draw content for RPers, for money, would not be kosher.
