I believe it to not be RP on the grounds that he's discussing policy in his region in an OOC manner; all the quoted bodies (such as his position and parliament) for example are all OOC regional government bodies. He's even made an RMB post concerning it. I can see how some portions look like RP, but the majority of this reeks of regional management to me. It's a muddied line which, based upon what I am seeing, is founded more in a lack of familiarity with roleplaying on NS than anything else. They're making "meta-references" to regions, yes, but in a manner that appears intended to be done in a roleplaying fashion, and not necessarily in a manner which is intended to be OOC regional administration - despite the overlap.

I'll drop a flag for a Mentor.

I'm not sure if he was trying to advertise, but removed the post to be on the safe side. It was a gravedig, and it wasn't about NS.
