[R] Baiting player across GA forum

At his request, I'm reporting bad-faith behavior by Wayneactia. From June 3 through June 7, he has pursued Tinhamption's drafting threads across the GA forum to make comments with no value or purpose other than to get a rise out of that player in particular:

I'm sure if Tinhampton had an issue with it, and didn't have me on ignore she would have reported it. Wally is losing an argument, has resorted to snark, and is now taking things literally.

Instigating comments addressed.
Comments on the likelihood of a proposal's passage are generally not actionable, and it's fair to point out (
respectfully) that the identity of the author may have an impact on said likelihood. Just be careful to avoid flamebaiting.
