Article V of the Oslo Accords stipulates that future negotiations would cover these "remaining issues, including: Jerusalem, refugees, settlements, security arrangements, borders, relations and cooperation with other neighbours, and other issues of common interest." Israel, during this time, did move to abide by other precepts of the Oslo Accords, including a full withdrawal from Gaza and Jericho and transition from military occupation to civilian governance by elected Palestinian officials. Even settlements, which were not prohibited by the Oslo Accords, were frozen for a period. That came to an end when the Second Intifada occurred and Palestinian democracy subsequently unravelled. Given the subsequent negotiations haven't led to a binding treaty, despite rather herculean efforts by figures like Ariel Sharon, doesn't really bode well for the future of the peace process.

As long as the settlements exist, and the Israelis use very right of Palestinians to exist as a people as a bargaining chip, there is not good-faith negotiation. Israel ceasing its flagrant violations of the Geneva Convention's laws against ethnic cleansing in the settlements (and let's not be facetious, exiling communities and colonizing the land is ethnic cleansing) is a starting point, it is not a goal of negotiations. Israel shouldn't get special rights that the Arabs have to accommodate in order for the Israelis to even consider peace. The Israelis have no right to continue building the settlements, it is illegal, and the Palestinians have every right to forcibly attack the settlements, including with deadly force, as they are in violation of international law.

Stating that the state of Palestine has the right to defend itself from Israeli acts of war (forced population transfer is in fact an act of war) is not "advocating ethnic violence against Israeli civilians", and it is the transfer of Israeli civilians into the West Bank which is ethnic cleansing, not the expulsion of them. As I said in the thread, this is the equivalent of calling Poland a genocidal state for expelling German settlers after the defeat of Nazi Germany in 1945.
