This is something that has never been denied transgender people except in maybe Islamic countries.
That said, just because the government has never made a move on this issue, that doesn't mean average people are so dumb. Just because you tell them a guy is now a girl doesn't mean they'll believe it, and to force them to believe it would be tyrannical. But just because they've never accepted it doesn't mean they want people treated as second class citizens. They just don't want mental illness celebrated.
And this looks like a bunch of words that boil down to "trans people are mentally ill and if you don't think so you're dumb."
