The "that's politics" part is her answer to her attack on Biden regarding the bussing issue. It concerned the person (Dodd) so much, it is why he's been reportedly pushing for Rep. Bass given an increasing number of her opponents find her not trusting and other problems with her record, especially as AG and her failed run Presidential Campaign.

“It. Was. A. Debate!!!” *hyena laugh* - Kampala when asked why she now loves someone she called a segregationist

I feel like I'm missing the nickname. If Kampala isn't a typo, what's the nickname connection with a city in Uganda?

I'm fairly certain it is intended to be a portmanteau of "Kamala [Harris, a prominent politician]" and "impala." Hence the "hyena" bit as well.

I've had a look, and I don't see that 'Kampala' is a nickname for Ms Harris that's in regular use by either Republicans or Democrats. Nor do I see how a portmanteau of 'Kamala' and 'impala' would make sense as either a statement of support or insult; her mother was a Tamil from southern India and her father is Jamaican, so why an African antelope?

Having tested this on my own phone, I think it far more likely that someone's autocomplete went a little wonky; when I tried to type 'Kamala', my phone immediately tried to correct it to 'Kampala'.

I'm willing to reconsider if anyone can offer evidence to the contrary.
