What? How many western governments have funded such ventures elsewhere? How is it a reportable offense to make a policy suggestion of the sort regularly talked of in cabinet rooms around the world?

It comes under the offense of advocating violence. Terrorism inevitably involves violence. Had your "policy suggestion" been the funding of a resistance or revolutionary movement in those places, I'd probably rule on your side. I'll post the warning in the UK politics thread.
