Just bringing some important information for the mods' consideration. "Heads must roll" is an expression that means senior civil servants or corporate executives must be removed from their positions for doing their jobs poorly. The poster isn't advocating violence.

'Heads must roll' is a common term for upper management losing their jobs over institutional mistakes. Not actionable.
