[R] Spam and encouraging rule breaking?

Deruu is a threat to all of us comrades, lets harass him until he quits

I'm not even certain what to call that, other that given that harassment is against the rules, it seems to be encouraging people to break rules? The whole thread it was posted in is spam on the GA forum and might be better off locked before it draws more ^such attention.
