Regarding the below monetization/gambling rules, I'm hoping to inquire as to if I would be able to do giveaways of game keys to folks in my region, and possible including our allied regions in the fun as well. I'm not hoping to user it as an incentive of any kind, but simply as a fun thing to do every now and then when I have extras to hand out. I'd specifically be using a scorinator or dice to roll skills and scores of nations in potentially roleplayed sports and giving the lucky, random winner the game key. This borders on this rule, and I'm hoping to inquire if I'd be allowed to do this before I accidentally break a rule.

Monetization/Gambling: It is against site rules to use money, a substitute thereof, or any good/service with equitable use (NS Store purchases, game keys or vouchers, e-giftcards, etc.) to incentivize or monetize any activity on NationStates, to include but not be limited to: joining or participating in a region, joining or participating in a thread, joining an alliance (roleplay or gameplay), etc. Similarly, it is against site rules to use the same as a "reward" for participation in any of the aforementioned or any "game," "contest," etc.

You'd effectively be using it as an incentive to engage with your region. It wouldn't be allowed.

Adding to the question, if I made a thread specifically for a giveaway (Everyone who wants to participate writes down a phrase) and then did a randomized giveaway, would that fall under incentivizing participation?

Randomized giveaway of what? Anything with real monetary or psuedo-monetary value (IE: game download codes, in-game currency for other games, gift card codes, stamps, etc) is right out. The nation trading cards are okay, as those do not have any actual monetary value.

If they did it off-site and kept NS away from it. As in no mention of it or links or anything to connect NS to their giveaway then would they be breaking any rules ?.

Basically keep the give away off-site and completely separated from NS. Would that put them in the clear ?

Our rules apply to our site. If you do it offsite, you'll want to follow their rules. That's not something we're likely to pursue unless it spills over to Nationstates via comments in telegrams, RMB, or other on site locations.
