Probably because in this context, "boomer" is intended as something of a derogatory term.
It's more akin to saying "Whatever dickhead"

In a general context the problem with "ok boomer" is the context it is used in and like the OP said a cheap insult to avoid admitting a mistake. From experience and observation often "ok boomer" arguments are very hypocritical for example a millennial telling a boomer that they are not saving the planet and then the millennial turns out to have had half a dozen phones in the last 5 years and regularly buys cheaply sourced clothing which both have devastating environmental impacts. An even more funny is when they say they are saving the planet with electric cars.

I think that meme should be on the level of Pepe, where it's legal as long as you're not using it to blatantly troll other players or to be obnoxious.

We ban contextual actions, such as flaming, trolling, and flamebaiting. Every call is always a judgement call, and we're quite practiced at it.

Since most everyone seems to agree that it's a judgement call based on usage, I'm not seeing any need for further rulings or discussions. We're just repeating the same opinions over and over.
