OOC: I've never seen a rule stating otherwise (I could be wrong). There's no mention of it via OSRS. It's marked recruitment and you've chosen your preferred audience of recipients.

Anyways, the mods should be happy but annoyed with you Jocospor - you find legal loopholes that the mods can either patch up or leave in the open. So long as you're not spamming the exploitation, although there will be people that will need blood pressure medication now.

He was warned for not marking it recruitment, not for sending one out. You should go back and reread it because either you didn't fully read it or you don't know what you're talking about.

The Recruitment and Campaign checkboxes are spam filtering tools. If you're bragging about your region, you need to tag as Recruitment. If you're promoting or fighting against a WA resolution, you need to tag as Campaign. If there's any doubt, tag as Recruitment since you can't apply two tags. That's the one that's blocked the most.
I will say as a player, not as a mod, that singling out WA members has the greatest potential to annoy lots of players. People don't like being spammed, and most mass telegrams come across as spam. Just because it's not necessarily against site rules doesn't make it a good idea.
