I couldn't find advice anywhere, and it would make it clearer why the one thread(that was apparently an important part of the roleplay) got locked and how people could avoid making those in the future(including e.g. me).

They were a brand of thread common in F7 until they were outright prohibited wholesale. They lead to culture of thread "hook-ups" which lead to a considerable amount of cybersex roleplaying/erotic roleplaying, as well as other forms of drama, the latter of which is prohibited entirely on this website.

Chill/chat location threads are typified by short-form roleplaying set in one or more locations, primarily for the purpose of "characters" to "chill" or otherwise hang-out and chat, with little to no reason for the thread beyond this. Typically they also do not have any over-arching plot, to include any sort of faction mechanics (since we occasionally get questions regarding whether that counts as a plot). They also typically do not require any form of application, or even a character explanation. IC and OOC is often merged, as well, to the point that, at times, it cannot be readily distinguished - hence the "characters" quotation-qualifier. You can look at the Mod-sanctioned C/CLT to help yourself gauge.

In the case of the locked NS Parliament thread, it hit more of our pings as being a C/CLT than not, and thus was locked.

As always, threads and cases are judged individually.

Thanks for the explanation! The link https://forum.nationstates.net/viewtopic.php?f=25&t=389112 didn't actually help much to discern what a chill/chat thread is and what not; it might be helpful to update that a bit.

Kyrusia wrote:This announcement regards two topics: the "three thread rule" for P2TM and the NS Parliament. We will be addressing these topics respectively.

Regarding the "three thread rule" of Portal to the Multiverse, upon review, Moderation has determined that such a judgment was both unclear and needlessly restrictive, relying upon an older ruling regarding a specific circumstance. As such, for the sake of clarity, the following will be our policy regarding thread quantities in Portal to the Multiverse:

Multiple In-Character threads are acceptable, insofar as they are substantial and otherwise do not consist of spam, and otherwise do not become burdensome to other players, crowding-out the front page of the Portal to the Multiverse board unduly. To quote the P2TM welcome thread: "It's possible to have multiple IC threads however you don't want them to get too invasive."

Archive threads, lore threads, and similar are permissible, insofar as they adhere to the previous ruling regarding being of substance, not merely duplicated information from an Out-of-Character Thread.

In other words: cases will be judged individually, upon their content, context, and history. In the event they are ruled unacceptable, they may be locked or merged into another thread within the roleplay, based upon determination by the acting Moderator.
Hopefully this (re-)clarifies the matter; you have our apologies for any confusion this may have caused.

Awesome! Thanks NS Moderation for giving your game's roleplayers for flexibility in the P2TM forum. That's going to be appreciated by many people, I'm certain.
