[Q] Actionable Offense or Not?

A nation continues to post replies to me in the RMB (and post about me) after I asked him nicely to stop several times. Is that an actionable offense or should I simply refer it to regional Admin?
Also, is it possible to block someone on the RMB?
EDIT: I am now aware that I cannot RMB block someone. So just the first question.
