[R] Spam(?) in Gameplay

I'm not 100% sure if this is spam, but Saint Block has been posting at a rapid pace in Gameplay (particularly the St Abbaddon thread) since his warning for trolling earlier, and it seems like it may fall under the "fishing for attention" definition of spam. With the multiple puppets he's using especially, he is circumventing the foe feature that some may be using to try to avoid reading his posts, so it seems designed to irritate other players.

All instances of this that have happened since the warning:

To add to this: I've been using the foe feature to block any new puppets that Block uses to post with over the past month-or-so, and 16 instances of Block's nations are on my Foe list so far. It's getting ridiculous.

The Moderation Team has reviewed this report and its contents, and reached a conclusion.

There are perfectly legitimate reasons to use puppet accounts, even in the same subforum. What we see here, however, is not legitimate. We have concluded that due to the content being posted and the repeated switching and posting with numerous puppets in such a short period indicates an intent to spam, harass through evading Foe Listing, and otherwise serves as an attempt to gain attention (also a form of spamming). We consider this to be a plainly evident pattern of malicious behavior.

Secondly, Saint Block, we will now remind you that in June of 2016, you were declared "DOS on next offense." If your spamming/harassing behavior does not cease, this informal warning will escalate to exceptionally dire consequences the next time it, or any behavior akin to it, is brought to our attention. While it has been a considerable period of time since 2016, considering your overall, lengthy record, it would not take a significant amount of re-occurring poor behavior to once more lead us to assess our willingness to permit your continued participation on this site.

As a general reminder: If a player makes it clear they want nothing to do with you, repeatedly seeking them out in an attempt to provoke a response qualifies as harassment - whether they have you formally blocked is irrelevant. Having a player blocked, either on the forums or telegrams, does not suddenly mean they can continue with harassment. Of course, if you suspect someone is evading a block, report them as well.

Can you appeal an informal warning? Because I’d like to. The content posted with various puppets in that time frame was not spam. I’m fairly certain that I was not speaking to anyone at that time that had me either foed or asked me to not speak to them. Additionally, I was not seeking attention anymore than I generally would have been if I had posted with my main nation. I was perfectly welcome during that part of the discussion in the St. Abby thread.

Can you appeal an informal warning?

Yes, you can, though you do run the risk, upon review, of having it escalate from an informal warning to a formal one. In this case, since I wasn’t involved in the discussion: Appeal denied. For the reasons outlined above, an informal warning is appropriate.

If you have valid complaints of moderator abuse, please file them via the Getting Help page. Moderators cannot edit, delete, or otherwise alter the contents of your GHR, and mod abuse reports are flagged for immediate admin attention. Be sure to include all relevant links to what you are reporting as well as a clear and concise explanation of what the problem is. I must inform you that the administrators have very little patience for frivolous or outright fraudulent reports, and are liable to dismiss incomplete, unspecific, or wildly generalized complaints outright. (IE: "The mods are corrupt!" absent any evidence attached to the report.)
