A Question Regarding Subject Matter

I have read the whole "PG-13" Policy, and I respect. I just have a question regarding how far the policy permits, in terms of subject matter. Let's say someone were to write an In-Character Romance, without graphic sexual representation. No inappropriate terminology, all of it would be strictly literary terminology, with the occasional "Bosom" thrown in. Also yes, I am aware of the Underage Telegram Porn thingy that happened on NS a while ago. None of those graphic depictions would occur in such a thread.

TL;DR, can I write a PG-13/14 Romance In-Character on the Forums?

Romance, sure. Sex, even with strict clinical/literary terminology, no. If your characters are going to be getting into heavy petting, inserting things into orifices, and so on, better to fade to black.
