Not actionable, since the original wording is still clearly visible. Malicious quote editing is where a poster alters a quote in such a way as to change its meaning and give a false impression of the quoted poster's argument. Striking things through leaves the original wording and context clear and visible to others, and is therefore not quite the same thing.
