More or less short and simple, what is the status of a ruling on a nation being mentioned in a factbook of another player with, or without link. However against the nation of mention's consent in being mentioned or referred.

It might be a problem, but we need to see specifically what they wrote to make a definite ruling.

If you can't talk it out among yourselves, send a GHR with a link to the offending factbook and point out what was used without permission.
