Would sending out a TG advertising your bid for Secretary General election count as a Recruitment, or Campaign Telegram?

Campaign telegrams are to "encourage voting on a World Assembly resolution or proposal" though.
I'd argue that it's a recruitment telegram for an organization. The organization being the candidate's party.

This makes me glad I'm not the delegate atm. I imagine you lot are getting hammered.

To confirm, election telegrams are campaigning for votes, therefore they are to be marked as campaign telegrams.

Do we report inappropriate tagging here, or should I file a GHR? I already have the filter set to block campaign TGs, but I keep getting them unmarked and it's really annoying.
