They were presumably basing that on their current workload, without implementing any new systems that make their work more time-consuming.

And in any case, you're missing the point. If you have a volunteer who only has time to help out a little, they are still helping. Nothing is accomplished by having them step down.

If you mean people that are DOS, yes.

If you mean people that are currently temporarily banned from the forums. Eh, that might depend. Though having a ban against you in a recent time is not a good sign, it is not an automatic exclusion per se. Though having a whole rap sheet of stuff is not anywhere near good, obviously (unless you write it down as "this person has lots of experiences with the rules and mods" :P)

What about people that are not technically DOS, but are simply unable to post on the forums or send any telegrams with any of their alts?

but its up to moderation to determine when a new moderator is needed, the user community doesn't tell moderation when to do it. it is always better to be proactvive than reactive in herding a group.

If I may:

1) Well, that would be Arts and Fiction, and of course, GE
2) II, P2TM, General, F7
3) Not really much, but it would bring about faster moderation. It would, however, bring about the dreaded Clash of the Mods, because they'd be stumbling over each other.
4) Its a good forum that brings the problem to the attention of the mods rather quickly. And before, it was just reports. Now, we can actively discuss certain things in the moderation forum. To a degree, of course. This also brings problems to the attention of mods rather quickly, though, it might be confused with other debates.
5) The ability to act with confidence, and the ability to agree with one another. Your weakness? Not on all the time, and honestly, blunt. (not a bad thing, just comes across as rude. I know its stressful.)
6) Pretty solid, but there's always room for improvement.
7) Pepperoni.

2: P2TM's doing pretty damn good.
3: Above all else, getting someone who's part of the playerbase into the other side, so it isn't "the old and exclusive moderators separated from the rifted playerbase". This isn't as much of a problem now as it was this time last year, but it's still apparently.
4: I feel like this was overall a positive change, but I doubt it will last.
5: The moderation staff is strong when it needs to be. Problem is, they're also strong when they don't need to be.
Other than that, greatest weakness is that nobody seems to look at things from the players' point(s) of view.
6: Logical rules were removed and illogical rules were retained. I don't like it; it was better before.
7: Stinky tofu.

Hey, don't know if it's off topic, but on Bez's point number 5:

If mods are having trouble seeing from the players point of view, it would be logical to have set player representatives to sort of... talk to the mods about what precisely Player A is doing. And like he said in number 3: Bringing in a new moderator, perhaps someone relatively young, would change things up a bit. Add a little spice.
Then again, Mods were players at one point, too....

If mods are having trouble seeing from the players point of view, it would be logical to have set player representatives to sort of... talk to the mods about what precisely Player A is doing.

True, but when "one point" is almost ten years go (for some, OVER ten years ago), there's a distance there that's not only noticeable, but unavoidably so.
