Yes. Every [quote] counts a minimum of 4 lines: top and bottom line, the quote marks (and nation being quoted), and the content. If the content is longer or wraps, it continues to add lines.

Besides, we don't have a rule against racism, only against trolling. It's OK to be racist. It's also OK to argue with racists and tell them why it's a bad idea.
