Exactly one week ago, I sent a request in for the reinstatement of my telegram abilities, I received a telegrams saying that it had been noted and they would get back to me after several mods have met, i have not heard back since, should I be worried?

Despite the fact that you've been told appeals go through Getting Help, you continue to make this public. As such, I'll respond publicly.
Your persistent attempts to sneak around the ban, at pretty much the same times as your stream of requests to lift the ban because "I've learned my lesson", do not lend credence to your case. You then moved to making deliberately clueless puppets, thinking we were stupid enough not to check who you were. After that, you got into puppet spam wars with yourself and took up roleplay flaming as a new hobby.
We're not thinking that you've learned your lesson. We're wondering if you are capable of being mature enough to be allowed on this site at all. You're certainly not earning any brownie points with the mods when we have to deal with your problems day after day, and month after month.
If you can manage to get through six months without earning a warning of any sort with any of your multiple puppets, we might consider lifting the telegram ban. Let's set an arbitrary date of 15 May 2013 as your potential appeal date. If you ask again, we'll add an additional three months to your restriction for every premature request. Clear enough?
