Where can I read rules concerning Puppet Nations?

When I was in the Forum I noticed one nation who seems to be recruiting but the Topic was later LOCKED because of recruiting his or her own puppets?
where can I read rules about Puppet Nations? its Limits and Sanctions??

In general, the only hard rule about puppets is that no player may have more than one nation in the WA. However, nations found to be "playing with themselves" as in, using multiple puppets of conduct an RP primarily consisting of one-line posts and other nonsense, or bringing multiple puppets to a thread to "statpad" one side of a conflict or another, may result in said threads being locked as spam. This will be evaluated on a case-by-case basis.

Of course, using a puppet nation to break any site rules will result in disciplinary action against both the puppet and the players "main" nation
